Transportation systems are vital to our country and our economy.  At SVS we know that the keys to successful transportation projects are traffic efficiency and, above all, safety to the traveling public.  Our transportation experience covers a broad range of state departments of transportation, federal agencies, county and regional transportation authorities, airport authorities, transit authorities, as well as various city and county municipalities.  Our project experience includes city streets, state highways, U.S. highways, interstate highways, major urban interchanges, rural highway interchanges, two-lane to eight-lane bridges, major river crossings, railroad bridges, railroads, transit facilities, harbor deepening, river dredging locks and dams, and airport facilities.

The New I-64

This $800 million project to reconstruct I-64/US 40 through a highly urbanized corridor in St. Louis, Missouri includes reconstruction of 11 interchanges, 52 bridges, and nearly 12 miles of six-lane freeways.

Concepts had been developed in support of an EIS that was being prepared for public review. Prior to public review, MoDOT requested that SVS conduct a value planning study to validate the planning level concept and to develop construction plans that would correspond to three different funding scenarios.

The first scenario was based on MoDOT obtaining full and upfront funding for the project. The second scenario considered getting annual funding for some large portions of the project with smaller funding portions in most years. The third scenario was based on obtaining the minimum annual funding required to be able to even construct the project.

For each scenario, the team developed a construction plan that contained staging and phasing, maintenance of traffic plans, construction schedules, funding cash flow diagrams, and demand curves on construction personnel. Based on the results of the study, MoDOT elected to perform the fully-funded scenario saving millions of dollars and expediting the completion by 10 years.

Metropolitan Tollway Lane Expansion

SVS convened a vlue team to study the upgrade of  an inner-city tollway to use ETC (Electronic Toll Collection), as well as expand the major stretch of the tollway to 4 lanes in each direction. Additionally, the project scope includes the construction of sound walls, direction connectors, ramps, auxiliary roads, and bridges.

Memorial Tollway Expansion & Revitalization

As part of the Tollway’s congestion relief program, SVS led three separate workshops on various pieces of a Tollway which includes adding lanes in each direction, construction of Toll Plazas, construction of auxiliary lanes, and rebuilding of a major River Bridge at a cost of $360 million. These multi-disciplinary teams that represented designers, users, maintenance and operations personal, and owners provided recommendations that not only produced savings of over $75 million, but reduced conflicts during construction, simplified and reduced the construction period, and improved the overall quality of the project.

 Urban Freeway Reconstruction

Also as part of the tollway congestion relief program, SVS conducted a Value Engineering workshop on this $460 million urban freeway reconstruction project of over 12 miles of six-lane pavement and the addition of one lane in each direction. The team included multiple design teams, various stakeholders, and wide-ranging perspectives on the project’s objectives. The study resulted in over $180 million in savings from implemented recommendations.
